Tripoli South Carolina Bylaws
Tripoli Rocketry Association Prefecture #60
These bylaws are formed to provide continuity of our organization, to ensure the integrity and to give the membership a structure for the future. All members of Tripoli Rocketry Association are welcome to join and enjoy the benefits of our organization.
Leadership for our prefecture will be elected from our membership each November. Nominations for office will be submitted each September and ballots will be mailed to each member in the month of October. Ballots will be mailed to a member who is not running for office and will act as registrar.
Terms of office will be January 1 through December 31. The former office holder is to instruct and assist the officer elect of the duties and responsibilities. Any forms, waivers, accounts or files are to be turned over prior to or by term expiration.
It will be the duty of the officers to call meetings, set launch dates, organize special events, handle the business of the prefecture and keep the membership informed. All members are welcome to attend and encouraged to take part in all meetings.
Changes in flight fees of monthly launches, and annual membership dues will require a 2/3 majority of the ballots received to become effective. The officers will have the authority to set fees for special events which cannot be foreseen by this instrument due to their nature. (i.e. LDRS, Propellant courses, etc.)
Amendment to these bylaws will require a 2/3 majority vote of the membership. Where this is required a quorum will address the need, a registrar will be named and ballots mailed to the membership.
Flight fees will be collected by the treasurer from each registered flyer of a launch in the amount of $5.00 for members and $10.00 for non-members. Where a parent or responsible adult has one or more children in their party a flight fee will be collected only from the adult and not per child.
A membership due of $25.00 a year will be collected from each member of South Carolina Tripoli. Dues are to be paid for membership from June 1 through May 31. Dues will not be prorated for those joining during mid year. Neither Prefecture membership, nor Tripoli membership will be required to participate in our monthly events. However, other restrictions may apply to special events and flight restrictions governed by Tripoli Rocketry Association or NFPA 1127.
All launches will be sanctioned, governed and insured by the Tripoli Rocketry Association. South Carolina Tripoli (SCT) sight regulations and NFPA 1127 will govern the safety and flight standards. Any rule which violates NFPA 1127 will be considered null and void.
Duties for each officer are as follows:
A. Prefect - Organize and coordinate launches, handle flight certifications, FAA waiver, and landowner concerns.
B. Treasurer - Collect flight fees and dues, set up South Carolina Tripoli (SCT) bank account, and pay expenses. Make annual accounting report for secretary to post in the newsletter.
C. Secretary - Editor of quarterly newsletter published each Mar. June, Sept. and Dec. Post launch schedules, keep insurance certificate on file.
The officers of this organization are charged to perform these duties to the best of their ability. The goals of the prefecture will be to promote model and high power rocketry in a safe and enjoyable manner, and to educate the membership in rocketry.
This instrument has been unanimously approved as the bylaws for prefecture #60 of the Tripoli Rocketry Association. This 7th day of February, 1998.
